　　2012年3月5日，欧洲化学品管理局(ECHA)第一次发布关于在欧盟市场上含有SVHC物品的信息。该数据是基于企业向ECHA提交的通报和注册资料而获得。

　　Helsinki, 5 March 2012 – For the first time, ECHA is publishing information on articles on the EU market that contain SVHCs included on the Candidate List. The data gathered is based on information provided by companies to ECHA in notification and registration dossiers.

　　如果物品中SVHC含有率大于0.1%，且含有量超过1吨/每年时，进口商和制造商需要向ECHA通报。

　　Importers and producers of articles have to submit a notification to ECHA if a Candidate List substance is present in their articles above one tonne per year and in a concentration above weight by weight.

　　目前收到主要的通报是关于四种领苯二甲酸盐类(DEHP，DBP，DIBP，BBP)。主要用于塑料制品中，如，电缆、箱包、包装材料、防水服和PVC地板。其次是溴系阻燃剂(HBCDD)的通报，主要用于建筑行业，如，隔热用塑料板。以及用于包装的聚苯乙烯泡沫材料和电子电器塑料壳中。

　　The majority of notifications received so far relate to four phthalates that are on the Candidate List due to their toxicity to reproduction. These can typically be found in plastic articles. Examples of such notified articles are cables, bags, packaging material, waterproof garments and PVC flooring. The second most common notification is for the brominated flame retardant (HBCDD), which is persistent, bioaccumulative and toxic. This substance can be found in articles used by the construction and building sectors such as plastic panels for the thermal insulation of buildings. It has also been notified in polystyrene foam used for packaging and in the plastic housing of electronic appliances.

This is a new obligation for producers and importers of articles and many may yet be unaware of their responsibility to notify. Consequently, the information does not provide a full picture of substances of very high concern in articles on the EU market. Companies are therefore encouraged to check that they have implemented their legal obligations in this regard.
